The primary culprit in Houston’s flooding is its topography. Unlike cities built on hills or near mountains, Houston sits on a coastal plain with an average slope of only about one foot per mile.

  • Hydraulic Stagnation: When water falls on Houston, it doesn’t "run off" in the traditional sense; it sits. The gravity required to pull water toward the Gulf of Mexico is incredibly weak.
